C9 is a dominant chord: it has a flat 7th (B♭) and sounds tense and funky, wanting to resolve. Cmaj9 has a major 7th (B natural) and sounds lush and settled. Both add the 9th (D), but that one different seventh gives them completely opposite characters — bluesy versus dreamy.
