As a dominant chord, G9 pulls strongly toward C — it's the V of C major. The flat 7th (F) and the major 3rd (B) create tension that resolves cleanly when the chord moves to C. In a blues, though, G9 often just sits as the I chord, using its dominant colour without resolving.
